1st Virtual Prof. Anil Kumar Thakur Memorial National Debate Competition by Panjab University, Chandigarh

The Department of Laws, originally established in 1889 at Lahore, was re- established at University Campus at Chandigarh in 1959. Its Alumni include Judges of the Supreme Court and High Courts, Union Cabinet Ministers, State Chief Ministers, Cabinet Ministers, Ambassadors, Senior Bureaucrats, Police Officers and other legal luminaries. The Department is the proud alma mater of three Chief Justices of India, a large number of Chief Justices of various High Courts, members of subordinate judiciary, civil servants, law officers and members of the legal profession and a large number of legal luminaries and justices. The number of its alumni, which rose to the bench of the Hon’ble Supreme Court and in many High Courts of this country, is too large to mention.
The Department always strives to create new opportunities for its students. The Department provides practical training to the students to horne their skills in various fields for overall development of personality such as-in the arena of Debate, Moot Court, Client Counselling, etc. by organising various competitions and seminars.
About the Competition
The Department has the practice of conducting series of special lectures in memory of Justice Mehr Chand Mahajan and S. Ajit Singh Sarhadi to acknowledge their contributions in the field of law. As a sequel to such prestigious memorial lectures, the Department of Laws is organising its First Prof. Anil Kumar Thakur Memorial National Debate Competition in the online mode to pay homage to our dear colleague, who left us for heavenly abode very untimely. A very humble and down to earth human being, very progressive and a brilliant teacher, and a very passionate debater who always motivated and guided the students to participate in debates. In order to keep his passion for debating alive, we at the Department of Laws take pride in announcing that this debate competition will be an annual feature.
Late Dr. Anil Kumar Thakur was one of the eminent Professor of Department of Laws in the field of Constitutional Law, Law and Economics and Jurisprudence. The COVID 19 catastrophe will never be forgotten as it took away from us such an eminent legal scholar and a humble, hardworking and empathetic person. Hi untimely demise had thus created void not only in the Department but also in the life of his colleagues and students.
Theme and Topic
Law is the norm of society and every individual is associated with it, thus, the topic of the competition is also relevant to the current social circumstances,
which follow as

“Social Media and Right to Privacy”

We hope that through this platform, students get an opportunity to share their
thoughts related to the burning socio-legal topic.
Eligibility
Any student from any discipline is eligible to take part in this competition. The Students from The Department of Laws, Punjab University are not eligible to participate.
Language
This is an online debate competition and the medium of communication for this debate shall be English only.
Prizes & Perks
Winner Team : Cash Prize of INR 4000/- and E-Certificate of Merit.
Runner Up Team : Cash Prize of INR 2000/- and E-Certificate of Merit.
Best Team : Cash Prize of INR 1500/- and E-Certificate of Merit.
Best Debater : Cash Prize of INR 1000/- and E-Certificate of Merit.
Winner and Runner–up prize will be awarded based on the total team
marks given by the judges.

Cash prizes will be given online transfer within a span of two days. Best team and Debater will be decided based on the popularity of their video on social media and marks awarded by the judges all rounds based on all parameters. One like/visit on social media will earn one mark. Cash prizes will be given online transfer within a span of two days post 15 days
of posting of video.

Rules and Regulations &Team Composition:

  1. Each team should comprise of two members. Single member team would
    be considered as disqualified team. Only one team is allowed from each
    department/ institute/ college/ organisation/etc.
  2. Team should prepare from both side of the motion. Motion would be
    assigned to the team prior to commencement of round in the online room.
  3. Only 24 teams shall be considered for Preliminary Round of the Debate
    Competition based on first come first registered basis. First Come First
    Registered means the first dully complete registration form reaching on or
    last date of registration till 12:00PM.
  4. Out of 24, top scoring 12 teams shall be advanced to Semi-Final round
    and top scoring 02 Teams shall be advanced to Final round.
    For Preliminary Round:
  5. There shall be ‘two team login’ on a link provided to the registered mail
    id of the team. Out of these two teams, one would be ‘For’ the motion
    and another would be against the motion.
  6. Both the speaker of a team should speak for assigned motion
  7. Each Speaker will be given 4 minutes to speak.
  8. There shall be intimation after 3 minutes and then another after 4 minutes
    for time up, next speaker of same team shall proceed after this.
  9. After both the members of a team has finished, the Judge / Panel of Judge
    will have 4 minute which can be utilised in any of the following ways:
    a. Ask questions individually to both member of team;
    b. Address questions collectively to both speakers;
    c. Ask the opposite team to ask questions (rebuttal)
  10. After this the next team shall proceed.

For Semi Final Round:

  1. There shall be ‘two team login’ on a link provided to the registered mail
    id of the team. Out of these two teams, one would be ‘For’ the motion
    and another would be against the motion.
  2. Both the speaker of a team should speak for assigned motion
  3. Each Speaker will be given 5 minutes to speak.
  4. There shall be intimation after 4 minutes and then another after 5 minutes
    for time up, next speaker of same team shall proceed after this.

    a. Ask questions individually to both member of team;
    b. Address questions collectively to both speakers;

  6. After this the next team shall proceed.
    For Final Round:

  10. There shall be intimation after 6 minutes and then another after 8 minutes
    for time up, next speaker of same team shall proceed after this.
  11. After both the members of a team has finished, the Judge / Panel of Judge
    will have 5 minute which can be utilised in any of the following ways:
    a. Ask questions individually to both member of team;
    b. Address questions collectively to both speakers;
    c. Ask the opposite team to ask questions (rebuttal)
  12. After this the next team shall proceed.
    TIE Breaker Round:
  13. For tie breaking in Preliminary round, the team scored more in
    knowledge and question answer parameter would be considered as
    advanced to Semi Final round.
  14. For tie breaking in Semi Final round, the team scored more in knowledge
    and question answer parameter in Preliminary round and this round
    would be considered as advanced Final Round.
  15. For tie breaking in Final round, additional question and answer round
    would be held for breaking the tie.

General Rules applied to all rounds:

  1. The competition will be held online via Google Meet; therefore
    participants should make sure that the supporting equipment and devices
    are available (Laptop/PC with a functioning camera and speaker,
    microphone, and internet connection). The equipment needed will not be
    provided by the organiser. With that, participants should provide them
    independently.
  2. During the competition, the microphone of all the participants should be
    on mute. Participants are only allowed to unmute the microphone when
    presenting. Disturbance caused may lead to disqualification.
  3. Participants should change their name on the online platform into (Name)
    _ (Institution). (e.g. ABC_PanjabUni)
  4. To make sure all participants are audible before the competitions start,
    there will be a microphone checking session.
  5. During the competitions, the registered participants cannot be represented
    by anyone else, or otherwise will be disqualified.
  6. If there are technical difficulties (such as any errors in
    microphones/speakers or troubled internet connection) or should any
    problems arise during the performance of the participants, to which is no
    fault of the participants, then the organiser might allow a restart with the
    discretion of the organiser and with the approval of the judges.
  7. Every participant should be present punctually, at least 15 (fifteen)
    minutes before the competition starts. We do not compromise any
    tardiness. If the participant is late to be present, then the organiser will
    decide unilaterally to disqualify the participants from the competition.
  8. During presentation, strict adherence of the time limits shall be observed
    otherwise there shall be deduction of 2 marks wholly on extending every
    single minute.
  9. Use of unparliamentarily language or shouting hall lead to
    disqualification.
  10. Use of Unfair Means would lead to disqualification of team. Furthermore,
    all perk would be forfeited.
  11. Paper reading will lead to deduction of marks. However, reference to
    paper material is allowed.
  12. No objections shall be entertained as the decision of Judge shall be final
    and binding.
